Inwood Township Meeting Minutes

Pledge of allegiance was said

- Meeting was called to order at 7 P.M. by Supervisor Kelly Silkworth.

- Board members present:  Bonnie Elliot, Bryan Landis, Kelly Silkworth and Deputy Kelli Stapleton. Absent Cindy Watchorn and Robin Double

- Acceptance of previous meeting minutes from November as presented by Clerk Robin Double. Motion B. Elliott Support B. Landis AIF M/C.

- Accepted the financial report as presented by Treasurer. Motion Kelly Silkworth, Support B. Elliot AIF M/C

- Resolution 12-18-19, to waive interest and penalty associated with not filed property transfer affidavits for 2766. Motion Bonnie Elliot, Support Brian Landis, R/C Kelly Silkworth yes, Bonnie Elliot Yes, Brian Landis Yes, Supervisor Kelly Silkworth adopted resolution 12-18-19

Resolution on Poverty Guidelines, poverty exceptions and asset test. If residents meet certain poverty guidelines, they can have an asset test to see if they can have their taxes lowered or possibly not pay them at all. They can’t own more than 10 acres, if so, the value would be estimated. Cash can’t be over $2500, stocks, bonds and IRAs can’t be over $2500, recreational vehicles are considered assets, as well as property collections such as guns, knives, stamps, jewelry and similar collections.

It currently states that personal vehicles should not exceed 1 vehicle. Resolution to add 1 vehicle to existing allowance. B.Elliot motioned for roll call, K. Silkworth support. R/C B. Elliot yes, B. Landis Yes, K. Silkworth Yes, Resolution adopted

The total amount of TOTAL ASSETS as listed above that would likely result in receiving a 0% poverty exemption from Inwood Township is $30,000

Board of Review Annual Conference to be held February 12th. Motion B. Elliot to send anyone who wants to go, B. Landis Support, AIF M/C

Public Comment

Pat Carley informed board on recent County Zoning meeting. Pat stated that Craig Reiter (County Commissioner) has suggested running a millage for zoning administrator and enforcement. It would be very costly for a township to have to pay if the county doesn’t cover it. Kelli Silkworth stated that it would cost 11,500 for this year until a possible millage would pass to cover the $70,000 (zoning administrator and his cost) needed from the 11 townships, not including any money from the County. If County would pitch in it would be less money that township would have to pay.  

Payment of Outstanding Bills

- Payments made in the amount of $5,743.66 and deposits in the amount of $663.08, balance of $340,682.39. Motion B. Elliot, B. Landis AIF M/C

Swamp money has been released
